Richard C. Anderson
Senior Vice President, Finance
Education
A native of Minnesota, Rich Anderson received a degree in business administration from Drake University in 1974, and has performed additional graduate studies at Drake. Rich is also a certified public accountant.

Career
Anderson joined Wellmark Blue Cross and Blue Shield in November 1983 as the company’s senior vice president of Finance. He is responsible for financial reporting, operational accounting functions, and corporate tax. Rich spent nine years with the public accounting firm of KPMG Peat Marwick specializing in insurance auditing and was one of the firm’s senior computer audit specialists.


Dale J. Andringa, MD
Chief Medical Officer

Education
Dr. Andringa is a graduate of the University of Iowa College of Medicine. He completed a residency in internal medicine at the University of Nebraska Medical Center.

Career
As Chief Medical Officer, Dr. Andringa provides a high level of expertise and leadership to Wellmark, Inc.'s health management team. In addition, Dr. Andringa works closely with employers, members, and health care practitioners in Iowa and South Dakota in an effort to improve Wellmark's benefit delivery system. Prior to joining Wellmark in May of 2002, Dr. Andringa most recently worked at his family's business, Vermeer Manufacturing Company in Pella, Iowa, as its medical director and director of strategic improvement. In this position, he managed Vermeer's 7,000-member self-funded health plan and contributed to its occupational health and safety efforts.

Dr. Andringa has been a physician for more than 25 years, beginning his practice in 1979 in primary care internal medicine. He has held a number of physician leadership positions, including president of the medical staff of Iowa Methodist Medical Center and chairman of the board of clinical governors of the Iowa Health System. During this time, he was instrumental in merging and growing his practice to more than 150 primary care physicians in more than 50 clinic sites across Iowa. His experience with the insurance industry began in 1985, when he was a founder of HMO Iowa and served on its board of directors. In 1989, he was named medical director of American Republic Insurance Company. Dr. Andringa joined his family's business in 1997.

Dr. Andringa is active in the Blue Cross and Blue Shield Association serving on the National Council of Physician Executives, the Business Development Advisory Committee, and on the executive committee of the National Medical Management Forum. In addition, he serves on several local and statewide boards, including the Vermeer Charitable Foundation, Face It Together, and Save Our Youth.



Mike J. Crowley
Vice President, Investments and Treasury Services
Education
Mike Crowley holds a bachelor's degree in business administration from the University of Iowa, with a major in accounting. He is also a certified public accountant (CPA).

Career
As vice president of Investments and Treasury Services, Crowley is responsible for Wellmark's investments, cash management/treasury functions, financial analysis, mergers and acquisitions, benchmarking, and competitor intelligence. He has been with the company since 1985, serving in a variety of financial and provider network positions. Prior to his current position, he served as the group leader for Financial Planning and Analysis. In this position, he was responsible for budget and financial planning, capital planning, financial analysis, business plan development, competitor intelligence, benchmarking, and the corporate balanced scorecard. In addition to his financial planning roles, he has also held leadership positions in Provider Network Development and Management and Large Group Underwriting. He has also held staff positions as a Medicare auditor, an internal auditor and PPO coordinator.

Crowley is a Health Insurance Associate (HIA) and Managed Healthcare Professional (MHP) in the Health Insurance Association of America; a Professional in the Academy of Healthcare Management (PAHM); and a Fellow, Life Management Institute (FLMI) in the Life Office Management Association. He is a member of the Iowa Society of CPAs, a board member of the Iowa Chapter of the National Multiple Sclerosis Society, and is a graduate of the Greater Des Moines Leadership Institute.



Philip M. Davis
President and Chief Operating Officer of Wellmark Blue Cross and Blue Shield of South Dakota

Education
A graduate of Arizona State University, Phil Davis received a bachelor of science degree in business administration.

Career
Davis is a vice president of Wellmark, Inc., and president and chief operating officer of Wellmark of South Dakota Inc., dba Wellmark Blue Cross and Blue Shield of South Dakota. He began his Blue Cross and Blue Shield career in 1973, where he served in various management positions with South Dakota Blue Shield. In 1995, he was named president and chief executive officer of South Dakota Blue Shield. Following the Iowa/South Dakota merger in 1996, he served as senior vice president and chief operating officer of Wellmark of South Dakota until assuming his new duties in 1999.

In addition to his current work duties, Davis is very active within the Sioux Falls community. He is on the board of several organizations, including the American Lung Association of South Dakota and the Center for Active Generations. He has also served several years on the South Dakota Symphony board and on the board of the Wegner Health Science Information Center.

In 2003, he was appointed by Gov. Mike Rounds to serve on the South Dakota Health Care Commission.



Michele A. Druker
Associate General Counsel

Education
Michele Druker received her bachelor’s degree with honors from Wesleyan University in Middletown, Conn., and received her Juris Doctor degree with highest honors from the University of Iowa College of Law, where she served as Articles Editor of the Iowa Law Review.

Career
As vice president and associate general counsel, Druker oversees all legal and insurance regulatory services including litigation, corporate transactions, contracts, legal services, and insurance filings for Wellmark Blue Cross and Blue Shield and its subsidiaries. Druker has been a corporate officer since 1996. Prior to joining the Wellmark Legal Department in 1988, Druker was a partner at the Dickinson Law Firm in Des Moines, Iowa. She also was a law clerk for Donald Lay, chief judge for the U.S. Court of Appeals for the Eighth Circuit.

Druker is a member of the Iowa State Bar Association, American Health Lawyers Association, Polk County Bar Association and is admitted to practice before the State and Federal courts in Iowa. Druker is also a member of the Board of Directors for the Central Iowa Chapter of the American Red Cross.





Michael D. Fay
Vice President, Health Networks
Education
Mike Fay earned his bachelor of business administration degree in accounting from Iowa State University. He is also a Health Insurance Associate (HIA) and Managed Healthcare Professional (MHP), as designated by the Health Insurance Association of America and a Professional as designated by the Academy for Healthcare Management.

Career
Fay joined Wellmark Blue Cross and Blue Shield in 1984 and was promoted to vice president of Provider Economics in June of 1998. In that role, he led the Provider Economics team in developing, implementing, and maintaining all hospital, physician, and other provider compensation strategies and claims-payment editing processes at Wellmark. He was actively involved in the development and implementation of the universal contracting and provider compensation strategy for the Iowa market. In his new role as vice president, Health Networks, he broadens his scope of responsibility and plans to successfully lead his new team in building and maintaining provider alliances, performing best in class network administration and data analysis, and retaining competitive provider compensation strategies that serve the best interest of Wellmark’s customers. Fay is currently a member of the Iowa Chapter of the HealthCare Financial Management Association and is a recent graduate of the Greater Des Moines Leadership Institute.



Sharon Flaherty
Vice President, Director, Health Management Operations
Education
Sharon Flaherty earned her Bachelor of Arts degree in mathematics and economics from San Francisco State University. She earned her Master of Arts degree in economics from the University of California, Davis.

Flaherty also successfully completed Stanford University’s Marketing Management Program and Harvard University’s Program for Health Systems Management.

Career
Prior to joining Wellmark Blue Cross and Blue Shield in October, 2006, Flaherty served in a variety of health care roles, including:

John D. Forsyth
Chairman and Chief Executive Officer

Education
A native of Saginaw, Mich., John Forsyth holds a bachelor's degree in business administration and a master's degree in economics from Michigan State University.

Career
Forsyth is chairman and chief executive officer of Wellmark Blue Cross and Blue Shield of Iowa and CEO of its subsidiary, Wellmark Blue Cross and Blue Shield of South Dakota. Wellmark is the largest health insurer in both states and issues or pays health benefit claims for more than 2 million Iowans and South Dakotans.

Forsyth joined Wellmark as CEO in August 1996, and was named chairman in 2000. During his tenure, he has repositioned Wellmark Blue Cross and Blue Shield as a health improvement company dedicated to serving the people of Iowa and South Dakota. Under his leadership, Wellmark has achieved exceptional results and operating efficiencies. As testament, administrative costs for Wellmark now rank among the lowest in the nation. Enrollment has also grown each year since his arrival.

Believing that the extensive health care data maintained by Wellmark can be a powerful catalyst for action to improve community health, Forsyth oversees the sharing of appropriate information with community leaders, policymakers, customers, and others. The most visible example of this is The Wellmark Report, a comprehensive look at the health status in both states.

Before joining Wellmark, Forsyth served in a variety of executive roles over a 26-year career with the University of Michigan. In 1985, he was named president and CEO of the University of Michigan Health System, one of the largest and most prestigious health centers in the nation.

Forsyth was named by Gov. Tom Vilsack to the Iowa Board of Regents in April 2003, and served as president of the board from April 2004 to January 2005. In April 2000, at Gov. Vilsack’s request, Forsyth led a statewide task force on teacher compensation, which resulted in precedent-setting changes to teacher pay in Iowa.

The Wellmark Foundation, under Forsyth’s leadership, focuses its philanthropic activities on key areas of health improvement for all Iowans and South Dakotans. The Foundation awards more than $2 million annually to fund community-based health initiatives in Iowa and South Dakota.

Forsyth served as president of the Federation of Iowa Insurers for 2001-2002, and is a member of the Iowa Business Council, serving as chair of that organization in 2004. In September 2003, he was elected to the board of directors of Baxter, International, Inc., and in May 2004, named chair of the Compensation Committee.

A contributing author and editor for various publications throughout his career, including the Journal of the American College of Healthcare Executives, Forsyth has chaired the board of directors of the United Way of Central Iowa, the Variety Club Annual Telethon, the Greater Des Moines Partnership, and continues to chair the Investment Committee of the Association of American Medical Colleges. He has served, and continues to serve on numerous national committees of the Blue Cross and Blue Shield Association, including serving on its board of directors.




Ellen J. Gaucher MSN, MSPH, FAAN
Group Vice President, Operations, Quality & Customer Satisfaction
Education
A senior health care leader with 30 years of experience, Ellen Gaucher holds master of science degrees in public health and nursing. She is also a Fellow in the American Academy of Nursing.

Career
Gaucher is the group vice president for Operations, Quality & Customer Satisfaction at Wellmark, Inc. She joined Wellmark in May of 1997, and is involved in planning and implementing Wellmark’s process management initiatives, including Six Sigma and Lean thinking approaches, in addition to leading the day-to-day operations of the company. Gaucher oversees the major corporate operations areas of Claims Administration, Customer & Provider Service, Membership & Enrollment, and the South Dakota business operations, as well as the Process Improvement Department. She previously served as the senior associate director of the University of Michigan Health System in Ann Arbor, Mich. At Michigan, Gaucher led the Total Quality Process from 1987-1997. She also provided leadership for the development of the Primary Care Network and served in a range of positions from administrator for ambulatory care to associate hospital director and chief operating officer.

Gaucher co-authored two award-winning books with Richard Coffey and published a third book in the summer of 2000. The first book, “Transforming Healthcare Organizations: How to Achieve and Sustain Organizational Excellence,” won the 1992 James A. Hamilton Book Award given by the American College of Healthcare Executives. The second, “Total Quality in Healthcare: from Theory to Practice,” won the American Nurses Association Book of the Year Award in 1994. The third book is titled “Breakthrough Performance; Accelerating the Transformation of Health Care Organizations.”

Gaucher has also published numerous book chapters and articles as well as served on the editorial review boards of many journals. She has been an associate editor for Aspen’s Quality Management in Health Care, and has served on the Editorial Advisory Board of The Quality Letter and CQI/TQM newsletter. She lectures internationally in the fields of leadership, health care management, systems development, and quality improvement.

Gaucher serves as a board member of the National Kidney Foundation, the Greater Des Moines Partnership, the Downtown Community Alliance, WineFest Des Moines, and the Des Moines Area Community College Foundation, and formerly served on the board of directors of the Institute for Healthcare Improvement and the YMCA of Greater Des Moines. She has served as a judge for the Malcolm Baldrige National Quality Award, the State of Michigan Quality Leadership Award, and is currently the lead judge and member of the Executive Council for the Iowa Recognition for Performance Excellence. She is also an adjunct associate professor for health management & policy, Department of Public Health, for the University of Iowa, and a member of the Simpson College Department of Management, Accounting and Economics Advisory Council.




Janet Griffin
Vice President, Public Policy and Board Secretary
Education
Janet Griffin received her bachelor’s degree in political science from The Pennsylvania State University and a Juris Doctor degree from the University of Iowa, College of Law.

Career
Griffin is responsible for Wellmark’s public policy initiatives in Iowa and South Dakota. She also serves as Board Secretary. She is one of two public members of the South Dakota Risk Pool’s Governing Board. She previously chaired Iowa’s State Risk Pool Board. Griffin joined the company in 1982, and has served as corporate counsel, provided oversight of compliance and regulatory affairs and served as business ethics office. Before Wellmark, she served as staff attorney and First Deputy Insurance Commissioner for the State of Iowa.


George B. Hanna
Senior Vice President and General Counsel

Education
A native of Jamaica, W.I., George Hanna received his bachelor’s degree in Finance from the University of Miami where he graduated Magna Cum Laude. He also earned his law degree from the University of Miami School of Law where he graduated Cum Laude and was a member of the Moot Court Board.

Career
Hanna joined Wellmark in August 2007, as Senior Vice President, General Counsel, and Business Ethics and Compliance Officer for Wellmark, Inc. dba Wellmark Blue Cross and Blue Shield of Iowa. He is currently Senior Vice President and General Counsel, and is also General Counsel for Wellmark of South Dakota, Inc. dba Wellmark Blue Cross and Blue Shield of South Dakota.

Prior to joining the Wellmark Legal Department, Hanna was General Attorney and Associate General Counsel for AT&T, Inc. in Atlanta, GA, after its merger with BellSouth. During his 12-year career at BellSouth, he served in various roles, including Vice President & Group General Counsel for its Advertising and Publishing Group, its Intellectual Property Group, and its international operations. He was also a Senior Associate for Fowler, White, Burnett, Hurley, Banick & Strickroot in Miami, FL.

Hanna is a member of the Hispanic National Bar Association and the State Bar of Florida. Hanna has been a member of the Public Policy Committee and General Counsel Committee for the Yellow Pages Industry Association.



Patty L. Huffman
Vice President, Actuarial
Education
Patty Huffman received her bachelor of science degree in business administration from the University of Phoenix. She is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries, and a Fellow, Life Management Institute.

Career
Huffman is the chief actuary at Wellmark Blue Cross and Blue Shield. She is responsible for all actuarial activities, including financial IBNR reserves, financial forecasting, health care trends, new product pricing, medical care research, and maintaining policyholder enrollment data.



Laura Jackson
Senior Vice President, Human Resources
Laura Jackson

Education
Laura Jackson received her undergraduate degree in psychology from Iowa State University, and a master's degree in human resource management from Marymount University in Arlington, Va.

Career
As senior vice president, Jackson oversees all areas of Wellmark’s Human Resources department, including benefits, compensation, training, recruiting, consulting, organizational development, and wellness. Prior to joining Wellmark in July of 2002, Jackson was second vice president of human resources at The Principal Financial Group in Des Moines, where she worked for four years. Before that, she worked in human resources at Professional Property Management, Inc., and Younkers, Inc., both in the Des Moines area, and at Michael Baker, Jr., Inc., and Short Brothers, Inc., both in Virginia.

Jackson is a member of the Society of Human Resource Management and the World at Work. She is also a past sub-committee member of the Iowa Business Council, former Salisbury House Foundation and Orchard Place board member. Jackson possesses three certifications: Professional in Human Resources (PHR), Certified Compensation Professional (CCP), and certified facilitator of the Hermann Brain Dominance Instrument.




Tricia Johnson
President, First Administrators, Inc.
Tricia Johnson

Tricia Johnson is president and chief operating officer of First Administrators, Inc. (FAI), the third-party administration (TPA) subsidiary of Wellmark, Inc.

Johnson is responsible for leading FAI business initiatives, including overall leadership of the company and its management team, setting corporate direction, and managing operational functions. FAI employs approximately 150 people in Iowa and South Dakota in Rapid City, Sioux City, Sioux Falls and Des Moines. Johnson is based in Sioux City.

FAI processes health, dental, flex, and pharmacy benefits for self-funded employer groups. Employers choose when and how to fund their benefit plans, and FAI handles payment of claims and expenses for the employer group.

Johnson’s career with Wellmark spans 31 years. She joined Blue Cross of Western Iowa and South Dakota in 1975, and worked as a programmer and systems analyst, then held leadership positions in corporate planning and development for the Sioux City Plan, Blue Cross of South Dakota provider affairs, and most recently national account and BlueCard programs.



Cheryl L. McCullough
Vice President, Audit Services
Education
Cheryl McCullough received a Bachelor of Science degree in psychology from the University of Iowa. She earned a Master of Science degree in business administration from Iowa State University.

McCullough also is a Certified Internal Auditor and a Fellow, Life Management Institute.

Career
McCullough joined Wellmark Blue Cross and Blue Shield in September 2007, as vice president of Audit Services. In this role, she oversees Internal Audit and Quality Review and Reporting.

Prior to joining Wellmark Blue Cross and Blue Shield, McCullough was vice president, Corporate Audit and Security for Ohio Casualty Group in Fairfield, Ohio (2005-2007); group director of Internal Audit Services for Ernst & Young LLP in Des Moines (1999-2005); and spent 13 years in various audit and risk-control positions for The Principal Financial Group in Des Moines.




Dana W. McNeill
Vice President, Corporate and  Marketing Communications
Education
Dana McNeill earned a bachelor of arts in English/speech communications (magna cum laude), at Simpson College in Indianola, Iowa, and has completed graduate studies in journalism/mass communications at Iowa State University, Ames, Iowa.

Career
McNeill is vice president of Corporate & Marketing Communications at Wellmark Blue Cross and Blue Shield. McNeill joined the company in May 1997 to lead development and execution of marketing communications for all product lines and market segments. In April 2000, she expanded the scope of her responsibilities, assuming leadership of all corporate and marketing communications functions in Iowa and South Dakota, including advertising, public/media relations, community relations, corporate branding and graphic design, internal communications, Web site content and design management, and marketing communications.

Prior to joining Wellmark Blue Cross and Blue Shield, McNeill was marketing communications/creative services manager at The Des Moines Register (1990-1996); director of publications for University Relations at Southwest Missouri State University in Springfield, Mo., (1985-1989); creative services supervisor at Kirke-Van Orsdel Insurance Companies (now Marsh) in Des Moines (1985); and advertising/communications specialist at Farmland Insurance (a subsidiary of Nationwide Insurance), also in Des Moines (1983-1985). McNeill taught junior high language arts in Boone, Iowa, for two years before pursuing a career in corporate communications.




Debra L. Miner
Vice President, Customer Service

Education
A graduate of Northwest Missouri State University, Debbie Miner received a bachelor’s degree in accounting and office administration. She is a certified public accountant and is also pursuing her master’s in business from the University of Iowa.

Career
Since joining the company in 1978, Miner has served leadership roles in Provider Audit and Reimbursement, Benefit Disbursements, Financial Reporting and Payroll, Financial and Administrative Services, Claims Administration, and Membership & Enrollment. In her current position, Miner oversees the service area responsible for responding to inquiries from members, employers, providers, and brokers.




Sandy J. Nelson
Vice President, Project Management/Shared Services
Education
Sandy Nelson has a degree in business administration and computer science.

Career
Nelson joined Wellmark Blue Cross and Blue Shield in 1998, and was named vice president of Information Systems, Applications in 2000. She assumed her current position of vice president, Project Management and Shared Services in August of 2005. Nelson is responsible for the establishment and operation of Wellmark’s Project Management Office. She also oversees the Shared Services responsibilities. She previously was responsible for Information Management, Electronic Commerce and various other corporate systems.

Prior to joining Wellmark, Nelson was at the Principal Financial Group, where she held various positions in the Information Systems environment.

She serves on the board of the Leukemia/Lymphoma Society and also is on the Education Advisory Board for Grand View College.




Cathy Noecker
Vice President, Key and National Account Sales

Education
Noecker graduated from Central College with a degree in Business Management. She holds several professional designations, including Certified Health Consultant (CHC), and Fellow, Academy for Healthcare Management (FAHM). She is a member of the Terrace Hill Foundation and serves on the board of the National Labor Office of the Blue Cross Blue Shield Association.

Career
Cathy Noecker is vice president, Key and National Account Sales, at Wellmark Blue Cross and Blue Shield. In this role Noecker has responsibility for:

  • National Accounts retention and sales support for plans with 750+ covered employee lives
  • Key Accounts retention and sales support for 101- to 749-life plans
  • Inter Plan and Marketing Information Unit, which supports Wellmark’s relationship with other Blue plans and the Consortium Health Plan; prepares requests for proposal (RFPs) and bid solicitations; manages Association-level sales initiatives, and
  • Labor, as liaison to labor unions to support sale and retention of Taft-Hartley business (insurance purchased directly by labor unions with labor contributions) and other labor affiliated business



Elaine M. Palmer
Vice President, Claims Administration
Education
Elaine Palmer obtained her bachelor’s degree from the University of Iowa.

Career
Palmer joined Wellmark Blue Cross and Blue Shield in 1993 and has leadership responsibilities for claims administration, BlueCard® operations, and Federal Employee Program operations. Palmer’s background includes 20 years of experience in health insurance, leading teams in both operations and information technology. Before joining Wellmark, she held various operations and information technology leadership positions for McNerney Heintz, Inc., most recently serving as vice president of management information systems specializing in integrated systems supporting managed health care and physician/clinic practice management.



Lyndon T. Peterson
Vice President, Sales

Lyndon Peterson holds a master's degree in business administration from Drake University, a master's degree in hospital and health administration from The University of Iowa, and a bachelor's degree in business administration with a major in finance from The University of Iowa. Peterson is also a Fellow, Life Management Institute, and Associate, Customer Service as designated by the Life Office Management Association, and a Health Insurance Associate as designated by the Health Insurance Association of America.

Career
Peterson joined Wellmark Blue Cross and Blue Shield in 1983 and currently serves as vice president, Sales. In this role, Peterson has responsibility for:

  • Iowa individual <65 new sales and retention
  • Iowa individual >65 new sales and retention
  • Iowa small group (2-100 lives) new sales and retention
  • Iowa and South Dakota sales operations including broker training, distribution planning & marketing systems, project management, and sales process improvement
Prior to this position he served as the Executive Director & CEO of Regional Advantage Services, LLC, an administrative company for the Blue Cross Blue Shield Northern Plains Alliance. In this role, Peterson led the Medicare Advantage — regional preferred provider organization (PPO) and prescription drug plan (PDP) initiatives for a seven state region including Iowa and South Dakota. Peterson also previously served in various Wellmark roles, including vice president, Government Programs; president of Wellmark Health Plan of Iowa; member of the Tri-West board of directors; vice president of Provider Relations; and vice president of Product Development.



Richard R. Riley
Vice President, Underwriting
Education
Rick Riley's educational background includes an undergraduate degree in liberal arts and a master’s degree in health planning — both from the University of Iowa.

Career

Riley is accountable for the underwriting activities of Wellmark, Inc. He provides corporate leadership on risk evaluation for individual, small group, and large group business -- this includes fully insured, stop loss, and alternative funding arrangements across the product continuum -- from indemnity plans to HMO plans. Other responsibilities include consulting with sales and customers on benefit plans and financial arrangements and providing overall underwriting direction for meeting corporate objectives. Riley has been with Wellmark since 1982, and has served in various leadership and professional capacities during that time.

Riley has been involved in several community activities and currently serves on the WellPAC Board of Directors and is a member of the West Des Moines Library Board of Trustees.




Peter W. Roberts
Group Vice President, Provider Relations and Health Management
Education 
Peter Roberts obtained his master's degree in health administration from the University of Colorado.

Career 
Roberts joined Wellmark Blue Cross and Blue Shield in September 1997 and currently serves as group vice president of Provider Relations and Health Management. Previously, he was president of Wellmark Health Plan of Iowa, Inc. and also served as senior vice president, managed health. During his tenure at Wellmark, Roberts has led the development of the HMO company in partnership with leading physicians and hospitals in Iowa. He brings extensive experience in health care administration, working with both physicians and hospitals. Prior to joining Wellmark, he was the president of M-CARE, Inc., an HMO owned by the University of Michigan Medical Center. Previous to M-CARE, Peter served in various executive capacities for the University of Michigan Medical Center.




Denis J. Roy
Senior Vice President and Chief Information Officer
Education
Denis Roy is a graduate of Adelphi University, N.Y., with a bachelor’s degree in business administration.

Career
Roy was appointed the chief information officer of Wellmark Blue Cross and Blue Shield in March 1997 and is responsible for all information technology needs for the corporation. Roy had previously served as regional vice president of Electronic Data Systems (EDS) where he was responsible for EDS facilities management operations at several Blue Cross and Blue Shield organizations, including Iowa and South Dakota. Roy joined EDS in 1980, holding various positions there until his move to Wellmark in 1997.



Matthew M. Shaffer
Senior Vice President, Sales
Education 
Matt Shaffer is a graduate of Washington and Jefferson College in Pennsylvania, with degrees in English and History. Following graduation, he was commissioned as an officer in the United States Army, where he attained the rank of Captain, serving as a flight platoon leader and pilot of the Army's UH-60 Blackhawk helicopter.

Career 
Shaffer is responsible for all sales and retention activities in both Iowa and South Dakota. He joined Wellmark as president of Wellmark Health Plan of Iowa (WHPI) in January 2002. Prior to joining Wellmark, Shaffer worked for Aetna U.S. Healthcare for seven years. He served as an established business manager for southeastern Pennsylvania, where he was responsible for a team managing and servicing client accounts in U.S. Healthcare's largest (one million member) marketplace. With the merger of Aetna and U.S. Healthcare in 1996, Shaffer was promoted to head the marketing and sales operations in Tennessee. Among his accomplishments was doubling the HMO membership in 18 months and receiving U.S. News and World Report's award as "Best in the State" for the Tennessee HMO. In 1998, Matt was promoted to vice president at Aetna U.S. Healthcare, and served as the director of business development for seven western states, including South Dakota.




David N. Southwell
Group Vice President, Financial Officer and Treasurer

Education
Dave Southwell is a graduate of Kent State University, with a master’s degree in business administration from Eastern Michigan University.

Career
Southwell joined Wellmark, Inc. in August 1997, as the company’s group vice president, financial officer and treasurer. As group vice president, he is responsible for the finance functions, including actuarial, underwriting, investments, real estate, as well as facilities and shared services.

Southwell’s background includes more than 20 years of provider experience in the health business, all in the University of Michigan hospitals’ financial services area. He spent 10 years as chief financial officer of the University of Michigan Health System, where he was responsible for the financial operations of seven hospitals and a number of primary and specialty clinics with combined assets of more than $1.4 billion. In addition, Southwell helped establish a health maintenance organization, in which he developed reimbursement and provider contracting systems.

Southwell is currently serving on the board of directors of ChildServe and Variety — The Children’s Charity.




Frank J. Stork
Vice President, Government Relations
Education
Frank Stork is a graduate of Loras College and the University of Iowa College of Law, where he served as Notes & Comments Editor of the Iowa Law Review. He also received a master’s degree in public affairs from the University of Iowa.

Career
Stork is responsible for developing, implementing and overseeing the company's government relations program at the state and federal levels. Also, as a member of the legal staff, he provides legal support for the company's public policy initiatives and other business areas. Stork joined Wellmark as a corporate officer in 2001.

Stork began the practice of law in 1977 and was a partner/shareholder in both the Gamble & Davis and Dickinson law firms in Des Moines. He has extensive experience in state government, including employment, as executive director of the Iowa Board of Regents, director of state relations at the University of Iowa, Secretary of the Iowa Senate, and assistant attorney general in the Iowa Department of Justice. Stork has also served on several public boards and commissions, including the Iowa Board of Regents, the Governor’s Council of Economic Advisors, the Iowa College Student Aid Commission, the State Board of Tax Review, and the Iowa Supreme Court Commission on Unauthorized Practice of Law.



Tim Weber
Vice President, Marketing
Education
Tim Weber received a bachelor’s degree in industrial engineering as well as a master’s of business administration, both from the University of Iowa.

Career
A native Iowan, Weber’s career began with the U.S. Postal Service in Washington, D.C., where he was part of the national industrial engineering team responsible for the implementation of the barcoding and automated letter-sorting equipment program. Following the completion of this program, he moved to Des Moines, where he was the plant engineer for the Des Moines Processing and Distribution Center of the U.S. Postal Service.

Weber joined Kirke-Van Orsdel, Inc., now a part of Mercer Health & Benefits, in 1995, as an industrial engineer, and was responsible for a number of large-business process re-engineering initiatives. He transitioned into product development and was a member of several different leadership teams responsible for the development and management of new business initiatives. These included the development of a third-party administrator (TPA) that provided health plan administration services for large employer groups, and most recently as vice president of product development, where he was charged with helping develop a benefits administration capability to service national mid-sized employer groups.

Weber joined Wellmark as the group leader of Research & Development in December, 2004, and was promoted to vice president of Marketing in July 2006. His responsibilities include market segment management, market strategy, market research, product development, distribution planning, and marketing systems management.
